NSDC relies on Sector Skill Councils (SSCs) to drive India's skill development. SSCs ensure training aligns with market needs and the national strategy. They autonomously oversee activities such as identifying skill gaps, developing Qualification Packs and National Occupational Standards, and endorsing them with sector-specific industry input.

Key SSC roles include:

  • Developing Qualification Packs (QPs) and National Occupational Standards (NOS) to meet industry needs.
  • Conducting Train-the-trainer programs and accrediting training partners.
  • Assessing and certifying trainees based on NSQF, NOS, and QPs.
  • Providing real-time labor market information to stakeholders.
  • Contributing to the creation of the Labor Market Information System (LMIS) for program evaluation.
Despite a significant labor skills gap in India, the "Skilled India" initiative aims to skill 500 million individuals by 2022. The government collaborates with state governments, like the partnership between Fortune Educare and the State government, to implement the National Skill Development Mission.
